This meeting was called to order by Brian Haas at 5:45 p.m.

I. Minutes of April Meeting
Minutes were distributed and approved as written.
II. Chair Report and new business Brian Haas
Brian reported that Glen and himself would be attending the RAC meeting on
May 17, 1997, at the expense of the Section. Brian was asked to propose the
Email idea of allowing members to Email aliases like member@aiaa.org.
Brian was also asked to again notify the Region of the need for bar codes
for newsletter mailings.
Glen asked if anyone is planning the Girl's Event (dinner/tour) or the Reno
Air Show trip. These events were tentatively scheduled at the beginning of
the year, but no one has taken initiative to organize these events. Glen
will check with Juanita if she is planning the Girl's event, and Kevin was
asked to put an article in the Newsletter regarding a possible Reno Air
Show trip.
Brian reported that the council received a letter from member Mr. Edward
Huston regarding the publishing of a Brenda Forman Section Newsletter
article. Mr. Huston requested that articles of this nature not be posted in
the future. The council toke time to evaluate what would be posted, and
concluded that articles which would be interest to aerospace professionals
would be published, along with information of Section activities. The
council approved publishing future Brenda Forman articles, but if an
article appears not to be of interest to the members then it will not be
published. Also, the council approved adding a disclaimer to editorials to
state that the views represented by the author are not necessarily the
views of the Section. Brian will write a response letter to Mr. Huston. The
council encourages members to submit articles which would be of interest to
the Section.
III. Dinner Meetings
May Galileo Awards dinner meeting will have speakers on the Amelia Earhart
Recreation. A 35mm slide projector is required for the speakers. The
council approved the rental of such a projector. Brian needs a list of
award recipients and their parents from Srini, so that they have
reservations and so he can determine what dinners will be paid for by the
Section. Glen was asked to introduce the speakers. The June Honors &
Awards Banquet will have speaker Astronaut, Norm Thagard. Reservations are
already being made for this meeting.
IV. Director Reports
Vice Chair: Juanita Ryan (absent)
OFFICERS FOR NEXT YEAR
- Juanita has agreed to become Section Chair.
- Glen has agreed to become Section Vice Chair.
- Kevin has agreed to become Section Secretary.
- John has agreed to stay on as Section Treasurer.
- Glen, John, and I are confirmed to attend the Leadership Conference in
Manhattan Beach, June 6 & 7. Kevin will not be attending.
- Glen has been funded by Jeppesen. John and I have
been funded by National.
- Merlin has also been funded by National and will be presenting during the
Conference.
Secretary: Glen Carl
Prepared last month's minutes and posted the minutes on the local web
pages. Updated the council and advisory board rosters. The updated
rosters were sent to the Region VI Office and Patricia Carr of National.
Glen updated the local section's web statistics pages. Glen sent the
council meeting minutes from April, 1997 to Patricia Carr of National, the
Western Region Office and to Ken Sanger, Region Director. Glen also mailed
some members address changes to National.
Treasurer: John Bosco
Budget distributed and was reviewed. John proposed that due to the risk
with the bond market that we consider buying CD's with D.E. Frey account.
The council agreed, but want only 6 month CD investments. John was
instructed to find out fees for the closure of the D.E. Frey account and
report to the council. John was also instructed to close the D.E. Frey
account if he can close it at $10,400, and then buy 6 month CD's with this
amount.
Education / Pre-College: Juanita Ryan / George Crothall (absent)
COMET HALE-BOPP WATCH
- Very successful event with both Scott Sandford and Dr. David Morrison
presenting to hundreds who attended
- Make & take for the children was successful with volunteers from Explorer
Scout Troop #2100 as well as AIAA Educator Associates
- Astronomers from both the Peninsula Astronomical Society and the San Jose
Astronomical Association provided telescopes for stargazing until 10pm
- Gail Chaid, Ed Associate and Independence Planetarium Director, was
honored during the event with an AIAA Certificate of Appreciation presented
by Brian. (Note: She is still receiving calls asking when this event will
be repeated!)
- Budget appears to be in the "black" due to the Cat III rebate that was
received to implement this event. Forms are needed to complete the
follow-up report.
- Many thanks to Council members Kevin James (and his friend, Robin) for
securing the 81 dinners, Norm Bergrun (and his wife, Claire) for handling
registration, and Brian Haas for serving as "mc".
ESSAY CONTEST
- Approximately 230 essays were received from 7th and 8th graders. They are
of better quality than those received last year. (Teachers were asked to
"prescreen" them.)
- Essays have been distributed to first level readers who include AIAA
members at both Onizuka AFB and NASA Ames, as well as Educator Associates.
- To date, confirmed second level judges include: Council member Norm
Bergrun, Bob Berry of Space Systems/Loral, Mark Ardema of Santa Clara
University, Ken Munechika of NASA Ames, Chris McKay of NASA Ames, Seth
Shostak of the SETI Institute, and Jani Pallis of Cislunar Aerospace.
Additional second level judges are yet to be confirmed.
TEACHER WORKSHOPS
- Two teacher workshops have taken place in the past month: "Technology in
the Classroom" on April 19 and "Journey from the Center of the Earth" on
May 3.
- Although attendance was not as high as in the past, each workshop was
rated highly by those who attended: "Technology: "6" (out of possible 6),
and "Journey": "5.5").
- NASA is very interested in continuing these workshops next year. They
would like to publish a "polished" booklet advertising a "Workshop Series
for Teachers" for the 97-98 school year co-sponsored by AIAA, San Francisco
and NASA Ames Research Center. These would be distributed to teachers
state-wide. Planning for this issue will take place this summer.
PAPER AIRPLANE CONTEST
- The Palo Alto Museum would like our assistance, once again, to co-sponsor
their annual Paper Airplane Contest.
- Which Saturday in June is yet to be determined.
- Volunteers and prizes (usually a tour of the Ames wind tunnel and Ames
Gift Shop certificates) is, again, requested of AIAA.
- $200 has been budgeted to support this event.
- Hopefully, a date will be determined soon to allow solicitation of judges
in the May Newsletter. (I will keep checking.)
OTHER
- The Tech Museum of Innovation will be acknowledging our Section in their
Annual Report for supporting their education outreach efforts. They hope
we will continue to participate in their annual Labor Day activities. (We
have provided them with a "mini-Space Fair" for the past two years.)
- Marc Siegel of NASA Ames would like AIAA support in a planned "ask an
engineer" outreach program. AIAA aeronautical engineers would be asked to
answer questions from children via the Internet. (Minimum of 10 minutes a
week is requested.) This would tie-in with a full-scale aeronautics
education outreach project planned by NASA for the fall. Details are yet
to be determined.
- I received an AIAA "Special Service Citation" (in the mail) from Terry
Jordan Culler/Ken Sanger/Paul Lord in recognition of the Teacher Workshops
I have coordinated at the National level. (Two in Sacramento, one in Reno)
- Thanks to Merlin and Brian, I will be receiving an Educator Associate
Award at the Global Air & Space Banquet in Washington, DC on May 8.
Public Policy: Glen Carl
Glen continued work on the "Air Travel Safety Initiative 1997". Glen
proposed that the Spangenberg Theatre in Palo Alto be used as the venue for
this event. Glen also proposed a date change to October 20, 1997. Glen
expects the planning team to go with this venue and date. Two more planning
meetings were held since the last council meeting. The planning team are
working on getting NASA involved with this event, and finding government
officials to participate, and to find more expert panelists. Special thanks
to member Ramji Digumarthi, and to council members for their help in
organizing this event.
Honors and Awards: Srini Srinivasan
Srini is working on the Galileo Awards dinner, Honors & Awards banquet, and
the Engineer of the Year awards. Srini will be sending out personal
letters of invitation to the award recipients. Srini requested stationary
and stamps. Glen will be provide the stationary and John will coordinate
the stamps. Srini is also working on why some members not receiving pins.
Srini requested help with what to write on award certificates and other
awards. Brian stated he would assist Srini. Srini also requested help with
getting plaques. The council suggested that Srini go to a trophy shop and
pick out awards there.
Membership: Tom Durrant
Tom received the membership promotional material from National. Tom was
asked to start distributing this information at dinner meetings, especially
the June dinner meeting.
Newsletter: Kevin James
Kevin reported that there was continued advertising in the Newsletter.
Kevin is still checking the post office box in Mountain View. Kevin stated
Newsletter deadline for June is May 10. Kevin plans to add disclaimers to
editorials. Kevin encouraged members to submit pictures directly to him
for the Newsletter so that the pictures will have better resolution. Kevin
reported that the bar codes have not arrived, and that they are needed to
reduce the postage costs.
Web: Tsung-Chou Fang (absent)
Tsung-Chou is working on domain name issues for the Lockheed server, and
continuing to maintain the web pages. The new Email format for Lockheed
Martin is Firstname.Lastname@lmco.com. Tsung-Chou is correcting the AIAA
Email list for this new format. According to Tom Durrant, there are no
anticipated name changes for the web server.
Programs: VACANT
Brian Haas is the contact for dinner programs.
Technical Activities: Peter Loewenhardt
Peter completed a "technical activities" web page, and it is now posted on
the web. Peter asked for help in promoting the page and some help in giving
the page higher visibility. Glen stated he would help Peter.
Peter is working on the promotion of a conference on low temperature
plasmas in October - the Gaseous Electronics Conference (this is its 50th
year). Please let Peter know your opinions on this event or ways to promote
it.
Young Members: Matt Jardin (absent)
Career Enhancement: VACANT
Glen Carl is the contact for Career Enhancement.
Deputy Director of Career Enhancement: Glen Carl
Glen is continuing to update the AIAA Region VI career web pages. Glen
reported that he sent out letters to the Sectional Career Enhancement
Directors to request information on their activities and for information
regarding a career placement service which is beneficial to members in
their region. The letter informed the directors of the new career
enhancement award, and contained award nomination forms for the section
award and special service citation nomination form. The letter also
informed them of the AIAA career websites http://www.aiaa.org/employment/
for National and http://www.lmsc.lockheed.com/aiaa/sf/career.html for
Region VI . Glen also submitted the RAC VI Deputy Director Status Report to
Kimberly Studds of National.
