This meeting was called to order by Brian Haas at 5:40 p.m.

I. Minutes of May Meeting


Minutes were distributed and approved as written.

II. Chair Report and new business Brian Haas


RAC meeting attended by Brian Haas, Glen Carl, Norm Bergrun and Merlin
Dorfman. Brian again asked the Region VI for help with bar codes for the
Section's Newsletter, and report the Section's activities.

Annual reports are due July 31, 1997. Brian handed out Section Award


nomination forms for each applicable directorship to respective council
members. Brian will Email specific questions from the Annual Report form
to council members which are involved with the activity related to the
question. Brian reminded council members to stick to the rules of the
forms, and be sure to submit forms before deadline.

III. Dinner Meetings


The June Honors & Awards Banquet will have speaker Astronaut, Norm Thagard.
Galileo Dinner a success. Although this is an expensive dinner for the
section, it is still worthwhile.

IV. Director Reports


Vice Chair: Juanita Ryan

Leadership Conference
* Juanita, Glen, and John? will be attending the Leadership Conference in
Manhattan Beach this week-end.
* Funding has been provided by Jeppesen and AIAA National.

Secretary: Glen Carl


Prepared May minutes and posted the minutes on the local web pages.
Updated the council and advisory board rosters. The updated rosters were
sent to the Region VI Office and Patricia Carr of National. Glen updated
the local section's web statistics pages. Glen sent the council meeting
minutes from May, 1997 to Patricia Carr of National, the Western Region
Office and to Ken Sanger, Region Director. Glen also managed the logistics
for the speakers for the May dinner meeting on the Amelia Earhart's flight
recreation.

Treasurer: John Bosco


Budget distributed and was reviewed. John was instructed to close the D.E.
Frey account before the next council meeting, and then buy 6 month CD's
with this amount. It was decided to try and resolve all bills by July 31,
1997 for this fiscal season. Pre-College budget was changed to $2200.
Newsletter and postage are way over budget now. Advertisement has helped to
offset this budget overrun, but something will need to change for next year
to support the Newsletter. John Bosco proposed submittal of a CAT III
request to pay for the lack of bar codes. Glen opened for discussion the
issue of changing the fiscal season. Discussion of fiscal season changes
will be tabled until the August, 1997 planning meeting.

Education / Pre-College: Juanita Ryan / George Crothall


George:
Reported that he supported the teacher workshops. George is currently
approaching Silicon Valley CEO's to ask for their support of AIAA activities.

9th Annual Essay Contest:
* Judging has been completed and award winners have been notified
* First level judges included:

* Senior level judges included:

* Donations: $250 received from Cislunar Aerospace. $1200 "most likely" from
Lockheed and $250 from Menlo Machine. Other donations pending from:
LORAL and Sterling Software.
* Guest speaker has been confirmed: Warren Hall, NASA Ames
* Concerns: venue confirmed? Brian to host? John to assist with awards?
9th Annual Paper Airplane Contest:
* Date is confirmed for Saturday, June 28 at the Palo Alto Jr. Museum & Zoo
* Co-sponsor this year is the Palo Alto Jaycees
* Planning session to be held on Thursday, June 5, at 4pm
* AIAA is to provide: Volunteers, $200 in Ames Gift Shop certificates,
"hand-outs" for each participant, tour of the Ames wind tunnel (volunteer
needed to lead this tour).
* 12 volunteers have been obtained. Additional volunteers are still needed.
* Ads have been placed on the web and in the June newsletter
National Precollege Outreach Committee:
* Juanita will continue to be a member on this committee
* The PCO committee will begin meeting twice a year: Reno (January) and
San Diego (August). In addition, 4 teleconferences will be scheduled.
* Juanita and Larry Lebofsky (Tucson) have been asked to write a "How-to
Manual" on how to plan and present teacher workshops
* A Foundation grant has been submitted to National to fund teacher
workshops at a national level: Reno, CSTA, NSTA, etc.
Educator Associates:
* Section Educator Associate membership continues to grow.
* Exact number is unknown, have been unable to obtain an updated list.
* Additional section support of Ed Associates is expected: science fair
judges, mentors, guest speakers, etc.
* The award format for the Section PCO Award has changed. Updated form
will be sent to each Section by June 30.
Other:
* Washington, DC: Juanita attended the 97 Global Air & Space in
Washington, DC where she was recognized as a recipient of one of the
Educator Associate Awards.
* The award-winning National Capitol Section newsletter was distributed.
* PCO Article: Our Section's PCO activities were included in an article
contained in the May "Aerospace America".
* Girls' Event: A "Girls' Event" did take place this year. AIAA Section
members Chris McKay and Juanita Ryan served as technical advisors for a
group of 5th grade girls entered in the annual Tech Challenge.
* Reno Air Races: This is a possibility if there is interest. Reno
Educator Associates may be available to assist with coordination.
* Thank you's: Thank you letters have been received from ASP and a teacher
who had attended an AIAA/NASA Workshop this year.

Public Policy: Glen Carl


Glen continued work on the "Air Travel Safety Initiative 1997". Glen
submitted security deposit of $300 and a rental deposit of $250 and
applications to Spangenberg Theatre in Palo Alto to be used as the venue
for this event. Spangenberg Theatre acknowledged receipt of above and
provided Glen with Permit Number: 434, and Client ID: 6255. Juanita is
forwarding the insurance info to Spangenberg Theatre. Glen stated that the
proposed date is October 20, 1997. The planning team are working on
getting NASA involved with this event, and finding government officials to
participate, and to find more expert panelists. Glen sent at CAT III
request for $1000 to the Region VI Director for this event.

Honors and Awards: Srini Srinivasan


Srini is working on the Galileo Awards dinner, Honors & Awards banquet, and
the Engineer of the Year awards. Srini sent out some personal letters of
invitation to the award recipients. The Section plans to pay the dinners
for the Engineer of the Year Award recipients and one guest. The Section
still needs to determine whether to pay for dinners for the time in service
award recipients. This payment will be based on the amount of recipients
attending the dinner. Srini is working on the certificates, plaques and
pamphlets for the banquet. Certificates will also be given to the council
members at this banquet.

Newsletter: Kevin James (absent)


Web: Tsung-Chou Fang (absent)


Tsung-Chou is working on domain name issues for the Lockheed server, and
continuing to maintain the web pages. The new Email format for Lockheed
Martin is Firstname.Lastname@lmco.com. Tsung-Chou is correcting the AIAA
Email list for this new format. The web server is currently
http://lmms.external.lmco.com/aiaa/sf which is the same as
http://juggler.lmsc.lockheed.com/aiaa/sf. But after June 30, both juggler
and lmms will be replaced with westweb.external.lmco.com.

Technical Activities: Peter Loewenhardt (absent)


Many thanks to Glen Carl and Tsung-Chou for their help with the technical
activities web page, and with obtaining a more direct link to it. Please
do let me know if there any additional links you may have related to
electric propulsion not in the page. A notice of the upcoming GEC abstract
submission deadline has been sent out - I have also been promoting the GEC
(Gaseous Electronics Conference) plasma propulsion session through contacts
made via the AIAA (reminder - abstracts are due June 13th!). Thanks to
Glen Carl, I have made contact with Alan Sutton (USAF Phillips Lab) and
Chip Meserole (Boeing) of the Electric Propulsion Technical committee. I
will be pursuing this further.

Young Members: Matt Jardin (absent)


Matt and Zelda Gifford, member, started work on organizing a trip to Reno
for the Reno Air Show. The air show is scheduled for September 11-14, 1997,
and the website for the air show is located at http://www.airrace.org .
Matt is continuing to host the DaVinci forums.

Career Enhancement: VACANT


Glen Carl is the contact for Career Enhancement.

Deputy Director of Career Enhancement: Glen Carl


Glen received a "Special Service Citation" from AIAA for the development of
the career web pages. Glen is continuing to update the AIAA Region VI
career web pages, and provide input to the AIAA National career website.
Glen attended the May 17, 1997 RAC, and gave report on career enhancement
activities. AIAA involvement with career fairs was discussed at the RAC.
Idea was presented to have a computer with Internet access at career fairs.
Glen reported that he gave out more letters to the Sections in Region VI at
the RAC to request information on their activities and for information
regarding a career placement service which is beneficial to members in
their region. The letter informed the sections of the new career
enhancement award, and contained award nomination forms for the section
award and special service citation nomination form. The letter also
informed them of the AIAA career websites http://www.aiaa.org/employment/
for National and http://www.lmsc.lockheed.com/aiaa/sf/career.html for
Region VI

Deputy Director at Large: Norm Bergrun


Norm reported he is working on organizing a "colloquium" on the West Coast,
since the Congressional Visit Days was such a success. Norm is working on
the communication with the public.
