This meeting was called to order by Brian Haas at 5:30 p.m.

I. Minutes of June Meeting

Minutes were distributed and approved with the following correction. Norm reported he is working on
organizing a "colloquium" on the East Coast.

II. Introduction of Visitors

Roger Martinez, Seth Kurasaki and Vincent Guinnane were introduced to the council as potential candidates
for Section Directorships. Roger and Seth are interested in Public Policy, and Vincent is interested in Career
Enhancement.

III. Chair Report and new business Brian Haas

Annual reports are due July 31, 1997. Brian Emailed specific questions from the Annual Report form to
council members which are involved with the activity related to the question. Brian is working on the
organizing and completing the annual report. All director reports are due to Brian on July 21. The council
discussed which Newsletters to submit for the Newsletter awards.

Sponsorship requested: AIAA member, George Xenakis, would like to restart AIAA's model airplane building
contest. Blimp hanger at Moffett has been reserved for October 18 $100 in funding and use of the AIAA logo
is requested for this event. Future funding will be requested if the event is a success. The council instructed
Juanita Ryan to invite George to the August planning meeting so that he can formally present his event to the
council. At this time, no support will be given from the Section until the event is formally presented.

IV. Dinner Meetings

The June Honors & Awards Banquet hosted speaker Astronaut, Norm Thagard, and was a success. 84 people
attended. Certificates and coffee mugs were handed out to Council Directors. Remaining council certificates
were distributed at the council meeting to those who did not attend the banquet. The July dinner meeting will
be the 9th Annual Essay Contest Banquet with speaker Mr. G. Warren Hall speaking on "Why Did the Wright
Brothers Succeed?", and aeronautic programs within NASA.

V. Director Reports

Vice Chair: Juanita Ryan

* Possible new Council members: Roger Martinez, Analytical Graphics; Ken Kurasaki, NASA Ames; Wayne
Hinthorne; Vincent Guinnane; John Sekula, Lockheed
* Leadership Conference: Juanita and Glen attended AIAA's Leadership Conference in Manhattan Beach, CA.
Chairperson manuals were obtained for all Director positions - "shared responsibilities" encouraged Section
can apply for a Category III rebate to recover excess postage costs due to lack of bar codes Label request must
be submitted by July 31 (assistance requested from Kevin). Insurance needs to be renewed (assistance
requested from John). Distinguished Speaker request needs to be submitted (assistance requested from all).
* Summer Planning Session: August 3rd. Site possibilities: Stanford Holiday Inn or Milpitas Embassy Suites.
Each council member is requested to review their Director manual prior to the meeting. Letter will be sent to
each member confirming time and site.
* Juanita will be attending the RSAC and National Precollege Outreach Committee meetings to be held in San
Diego on August 19 and 20.
* Juanita has been asked to write a "How-to-Give a Teacher Workshop" manual for AIAA.

Secretary: Glen Carl

Prepared June minutes and posted the minutes on the local web pages. Updated the council and advisory board
rosters. The updated rosters were handed to Ken Sanger, Region Director, the Region VI Office and Patricia
Carr, AIAA National. Glen updated the local section's web statistics pages. Glen sent the council meeting
minutes from June, 1997 to Patricia Carr, AIAA National, the Western Region Office and to Ken Sanger,
Region Director. Glen attended the AIAA Leadership Conference. Jeppesen paid his travel costs for this event.
Worked with Merlin Dorfman in producing his "Volunteering for Professional Societies" article. Met with
Juanita to discuss forms due for next year, and some issues regarding the planning for next season. Discussed
the possibility of creating Category IV funding for Section events. Also, did some follow up on the change in
domain name for the web server. The name may change at anytime, however, the LMCO Webmaster is
expected to give 2 weeks notice.

Treasurer: John Bosco

Budget distributed and was reviewed. John closed the D.E. Frey account, and then bought a 6 month CD at
Golden Bay with this amount. It was decided to try and resolve all bills, close books and submit annual
financial report by July 21 for this fiscal season. John Bosco will submit a CAT III request to pay for the lack of
bar codes for the Newsletter mailings. John will hold the check for $1000 CAT III funds for the Air Safety
Event until August. An estimated budget is needed for next year before July 31. John will meet with Juanita,
Glen, Kevin and Merlin to come up with a estimated budget on July 21.

Education / Pre-College: Juanita Ryan / George Crothall

* Paper Airplane Contest: Was held Saturday, June 28, at the Palo Alto Jr. Museum. Co-sponsored this year
with the Palo Alto Junior Chamber of Commerce (Jaycees). Approximately 65 participants. Great volunteer
support from Explorer Scout Troop #2001 and AIAA. members: Kevin James (and spouse, Jennifer), Amy
Cooprider (and spouse David), Larry Baskett (Stanford AIAA), and Judith Hitchings (Educator Associate).
$200 in Ames gift certificates were donated by the Section for awards. Kevin James will be leading a tour of a
wind tunnel at Ames on Friday, July 18 for the winners and their families.
* Essay Contest: Dinner to be held on Thursday, July 17 (15 reservations, to date). Warren Hall, Chief of
Airborne Sciences & Flight Research at Ames will be the featured speaker Awards will be distributed to the
winners, certificates to their teachers. Additional awards to be presented: Second Annual PCO Award: Chris
McKay; Educator Associate Award: Julie Shultz. Donations received: Lockheed $1200; LORAL $ 500;
Cislunar $250; WestPro $300 (pending). Savings bonds yet to be purchased - 2, $1000 and 2, $500
(assistance requested from John). Assistance requested for evening (Brian? John? Kevin? others?).
* NEWEST Presentation: An aero/astro presentation will be given by Juanita and George on Thursday, July
10 for 35 teachers at Stanford. Teachers are the participants of this year's NASA Educators' Workshop for
Elementary School Teachers (NEWEST).

Public Policy: Glen Carl

Glen continued work on the "Air Travel Safety Initiative 1997". Still working with National to verify proper
insurance info was sent to Spangenberg Theatre. The planning team are working on getting NASA involved
with this event, and finding government officials to participate, and to find more expert panelists. Glen received
CAT III funding for $1000 from Region VI. Ron Wilson, SFO Public Affairs was formally invited and
confirmed he will be a panelist. Letters of invitation were also sent to Jim Kent, United Airlines and Dr.
Dickinson, Jr., Failure Analysis, but have not heard a response. Submitted "Section Public Policy Award
Nomination" forms to Katy Scheuerman, AIAA National. Glen sent Public Policy annual report to Brian.

Honors and Awards: Srini Srinivasan

Is working on mailing certificates to the award recipients who did not attend the Honors & Awards Banquet.
Srini will also work on managing the replacement of broken mugs, and the misspelling of the Kevin James'
certificate.

Membership: Tom Durrant (absent)

Newsletter: Kevin James

Kevin stated that he provided Steve Jeager with information and materials to create Newsletters for next
season. It will be important to control printing costs for next year, since this year was well over budget. Bar
codes are expected to be on the way. Kevin brought up the idea of creating a membership class to send out only
Newsletters. The council stated they must stick to the guidelines for membership set by National. Kevin and
Glen brought up the idea of reimbursing membership dues for Council members who win the National award
for their directorship. Brian suggested checking bylaws thoroughly, and to check with other professional
societies to see if this is orthodox. This issue will need to be addressed at the August planning meeting.

Web: Tsung-Chou Fang (absent)

Web pages are continuously updated. E-mail messages for Reno Air Races were posted to members to support
Zelda and Matt. E-mail list has been successfully converted the new format for Lockheed's domain change.
The web server is currently http://lmms.external.lmco.com/aiaa/sf which is the same as
http://juggler.lmsc.lockheed.com/aiaa/sf. But at some point, hopefully with some notice, both juggler and lmms
will be replaced with westweb.external.lmco.com.

Programs: VACANT

Brian Haas is the contact for dinner programs.

Technical Activities: Peter Loewenhardt (absent)

Over the last month, Peter has been trying to establish more communication with Chip Meserole at Boeing,
who is the chair of the electric propulsion committee. Outside of that, Peter has been spending a significant
amount of time this last month on the Gaseous Electronics Conference organization with the executive
committee - we are having J. R. Beattie of Hughes Research Labs as an invited speaker on plasma based
propulsion. If anyone is interested in the conference, all the information at www.sni.net/gec/.

Young Members: Matt Jardin

There was another Forum da Vinci this past month with about 8 people in attendance. Matt is trying to set up a
special forum with an entrepreneur for the Fall. Matt and Zelda Gifford continued work on organizing a trip to
Reno for the Reno Air Show. The air show is scheduled for September 11-14, 1997, and the website for the air
show is located at http://www.airrace.org .

Career Enhancement: VACANT

Glen Carl is the contact for Career Enhancement. Glen submitted "Section Career Award Nomination" forms to
Katy Scheuerman, AIAA National. Glen sent Career Enhancement annual report to Brian.

Deputy Director of Career Enhancement: Glen Carl

Glen was presented a "Special Service Citation" from AIAA for the development of the career web pages at the
Honors & Awards Banquet. Provided assistance to Aerometrics employees who were seeking new employment
due to a planned closure of their workplace. TSI has since decided to keep the Aerometrics site open, but
employees were appreciative of the assistance during the time of need. Also, provided assistance to Sterling
Software's, Human Resource department by providing them with career resources for employees seeking new
employment due to potential layoff due contract loss to Hughes STX. Sent contact information for the Career
Action Center to Merrie Scott, AIAA National for the career web pages.

Deputy Director at Large: Norm Bergrun

Norm reported he is still working on organizing a "colloquium" on the East Coast Norm had discussions with
Paul Looney regarding the "Congressional Visit Days" results. It is believed the AIAA will host this event
again in March. Brian encouraged new Public Policy Directors to attend this event. There may be some funding
issues which the council may want to plan regarding this event. Norm also presented some information
regarding the "Newly Independent States Committee". The Section may want to take part, so that they can get
some speakers from the prior Soviet Union. Norm gave the information to Roger to act on.
