This meeting was called to order by Brian Haas at 5:40 p.m.
Franze Busse officially resigned from the Council as Public Policy Director. Therefore, new opening for Public Policy Director. Discussion was made about how to recruit new council directors. Srini suggested Newsletter advertisement. Matt suggested that we send letters to company heads to encourage them to ask for volunteers from their companies to serve as directors. Glen suggested also sending these advertisements via Email. Brian needs will send out some letters, but needs help getting addresses. Also, Brian will make announcements at dinner meetings encouraging new volunteers.
Vice Chair: Juanita Ryan
The Space Camp Tour was a success with 41 people attending. Attendees really enjoyed the tour and activities. Juanita attended the Re-Engineering Committee meeting, along with other meetings, at the AIAA Reno Conference last week. Juanita emphasized to the committee that the way to increase AIAA membership is to boost education programs. Juanita also mentioned that teacher memberships were validated in Reno.
Secretary: Glen Carl
Prepared last month's minutes and posted the minutes on the local web pages. Updated the council and advisory board roster for publishing in the Newsletter, on the web pages and for council use. The updated roster was also sent to Region VI Office. Glen updated the local section's web statistics pages. The career jobs bulletin board web page was still receiving the most activity.
Treasurer: John Bosco
John was is in search of the Per Capita Rebate. John talked the Region VI office, and made a new submittal for the Per Capita Rebate. During John's talks with the Region office, discovered that the Section Annual Report could not be found, and that Patricia Carr made a request for the current Council roster. Glen will send the roster to Patricia. John was concerned that the Newsletter distribution budget was almost at its maximum. This is due to the lack of bar codes that were to be provided by National. Newsletter printing is also getting close to maximizing its budget. John made sure the bulk mailing sort fee, and a donation to the Astronomical Society for the Comet Event were paid. John is maintaining the Council "name" badges.
Career: Glen Carl
Glen is continuing to update the AIAA career web pages and that there is about 65 hits/day on the Jobs Bulletin Board web page. Glen is still trying to recruit a new career enhancement director for the local section. So far, still no response. Again, there is difficulty recruiting new Council board members. Glen stated it was probably time for him to post a Newsletter article describing the status of the career web pages and other career enhancement activities.
Education / Pre-College: Juanita Ryan / George Crothall (absent)
George is working on the Discover E program, activities include making Tech Museum reservations, getting materials organized and getting individuals committed to the Discover E program. Orientation for Discover E is January 22-23, 1997. George also recruited a speaker from Trimble Navigation to speak at the January 16, 1997 dinner meeting. George will be awarded his certificate for 1st place for Pre-College Outreach at this same dinner meeting.
Juanita says that the McClellan AFB Teacher Workshop had 65 teachers attend and was a success. An association with the USAF donated a subscription of "Visions of Exploration" to the teachers. Juanita also hosted the Teacher Workshop in Reno, Nevada. Juanita stated that the Workshops were mentioned in NASA Ames "Astrogram" Newsletter. Juanita says that the theme for the essay contest will be on the Wright Brothers. Juanita found Kris McKay to serve as a technical advisor to help 5th grade girls build a robot for the "Technical Challenge" contest. Juanita is still looking for science fair judges. Juanita is working on the Hale-Bopp Comet event. The dinner meeting is being moved to April 10, 1997 to allow for better viewing of the comet after the dinner meeting. Juanita distributed "The Universe in the Classroom", which is published by the Astronomical Society of the Pacific. This publication provides instruction on the comet and mentions the sponsorship by the AIAA for this event.

Honors and Awards: Srini Srinivasan
Srini is working on the upgrading of AIAA membership. Srini now has certificates for member upgrades. Srini plans to publish the names of the members who will be upgraded, and request that they attend the Honors and Awards Banquet to receive their certificates. Srini is still receiving requests for membership upgrades. Srini needs help getting a speaker for the June Honors and Awards Banquet. Srini also needs nomination forms for Engineer of the Year. The Section is also searching for the local section awards.

Web: Tsung-Chou Fang
Tsung-Chou is working on upgrading the web pages to generate more activity, and maintaining the Email list. Tsung-Chou has received some positive feedback for the work on the Email list and web pages.

Technical Activities: Peter Loewenhardt
Stated that the request for help on getting contacts for Ion Propulsion via the Email list was successful. He found contacts for Mike Day of Space Systems/LORAL, and Professor Cappelli of Stanford. Peter will try to recruit an Ion Propulsion speaker for either the March or May dinner meetings. Peter also wants to start the development of a Technical Activities web pages, and requested some help. Tsung-Chou will assist Peter with this task.
Young Members: Matt Jardin
Matt canceled December, 1996 DaVinci Forum. Matt wants to pursue inviting Dr. Zubrin as dinner meeting speaker for possibly the June, 1997 dinner meeting. Matt plans to be very busy during April and May as he studies for exams, and will probably be unavailable for AIAA activities during this time frame.
Deputy Director at-Large: Norman Bergrun
Norm attend the Reno National AIAA Conference and met with the Public Policy staff. Norm reported that National is planning on hosting "Congressional Visit Days" in Washington, DC. Norm stated that any member is eligible to attend, unless they have ties to the government. Members will be grouped with other technical committees and will be assigned generic items to share with government representatives. Norm will provide the Section with promotional material for this event. Also, Norm reported that communication of public policy to members is done through the Sections, and that the Public Policy Committee talks to the government, and education is used to communicate to the Public.
