This meeting was called to order by Brian Haas at 5:40 p.m.

I. Minutes of January Meeting

Minutes were distributed and approved as written.

II. Chair Report and new business Brian Haas

Brian discussed the planned RAC Leadership Conference, June 7,1997. Four officers (Chair, Vice-Chair,
Secretary, Treasurer) from the San Francisco Section will be sent and paid for by the Section. Brian is
working on getting an officer nomination list established, and posting a request for nominations in the
Newsletter. Brian will also work on establishing an officer nomination committee.

Brian requested a vote be taken to have Glen Carl be appointed as Public Policy Director and establish the
Career Enhancement Directorship as vacant. A vote was taken and approved. Glen Carl is the new Public
Policy Director and the Career Enhancement Directorship is vacant. Glen will continue updating the career
web pages as part of his role as Deputy Director of Career Enhancement for Region VI. After March 1,
1997, Glen plans to only provide career web page service for Region VI territory.

Brian requested help in finding speaker for the March, 1997 Dinner Program. Brian is working on getting
the distinguished speaker, or for the AIAA National to sponsor a speaker if they cannot provide a
distinguished speaker. Matt made contact with Dr. Zubrin, but this speaker will require travel pay and
honorarium pay. Peter was requested to pursue a speaker via contacts of Ranney Adams of the Antelope
Valley Section.

III. Airline Safety and Public Policy

Brian announced that, as new Public Policy Director, Glen will chair the "Airline Safety Initiative 1997"
event. Glen has already initiated the work on this event, and chaired the kickoff planning meeting for this
event on January 27, 1997. Another planning meeting was held after this council meeting. Glen is
requesting help in finding panelists, sponsors and a venue.

IV. SVEC Banquet

Arrangements have been made for a table at this event. Directors who have reserved their spots at the table
include Norm, Srini, Juanita, Brian and Matt. Remaining table spots will be open to invited teachers and
students.

V. RAC Meeting

Juanita, Glen and Norm attended the RAC meeting on January 25, 1997. Juanita reported the following
Sectional announcements and activities at this meeting: (1) AIAA National has large reserve of money
available, and this money can be applied for, and National is working on a decision to spend this money.
(2) Council members need to have their dues paid. (3) Distinguish speaker was lost in paperwork for
awhile. (4) IDC will provide money for teacher activities. (5) Section awards are now based on grouping
by percentage. This will change our competition for Sectional awards. (6) RAC and RSAC meetings will
be combined. (7) International membership will be added and no name change to AIAA. (8) Region needs
to know how much was lost due to lack of bar codes. (9) Educator newsletters issue handled. (10) West
Coast HQ requested to be listed as permanent site. (11) Award nomination requirements were covered. (12)
AIAA National Conference will be in Reno, NV until 2003. (13) Region will cover Section insurance costs
in the future.

Glen reported the following Deputy Director Reports: (1) National committees want regions more active.
(2) Improved communication between Sections requested. (3) Ken Sanger wants to visit Sections. (4)
There is division between TAC and Section Activities. (5) Honors and Awards want to use web forms and
Email. (6) Young Members DD noticed lack of representation at National Meetings. Glen suggested travel
pay for these meetings. (7) New availability of Category III funds. (8) Public Policy DD wants more
communication, especially via Email. (9) Glen reported as DD of Career and told of the Career web pages,
and the Career Forums he has hosted. (10) Regional awards will be available for Section Career
Enhancement Directors, starting this season.

Norm was active in preparing for the Congressional Visit Days at the RAC.

Detailed minutes of this RAC meeting will need to be requested from the Region VI office.

VI. Director Reports


Vice Chair: Juanita Ryan
Juanita attended the RAC meeting on January 25, 1997, and represented the Section by presenting Section
activities at this meeting. See report in RAC section of minutes for details. Juanita is also working on the

Comet Event. David Morrison is to be the guest speaker. The venue will be at Independence High School
in San Jose at their Planetarium. Food will be a box lunch or picnic. The event will include an Early Bird
Planetary Show, then the speaker will talk and then a star watch to view the comet will conclude the event.

Secretary: Glen Carl
Prepared last month's minutes and posted the minutes on the local web pages. Updated the council and
advisory board rosters. The updated rosters were sent to the Region VI Office and Patricia Carr of
National. Glen updated the local section's web statistics pages. The career jobs bulletin board web page
was still receiving the most activity. Glen attended the RAC meeting on January 25, 1997, and represented
the Section by providing input on the Section's needs and requirements from the Region VI and National.

Treasurer: John Bosco
John received the Per Capita Rebate check and deposited it into our account. John again stated that the
Newsletter distribution budget was almost at its maximum. This is due to the lack of bar codes that were to
be provided by National, and we are still pursuing National for reimbursement and for bar codes. Kevin
stated that several Newsletters are sent Internationally, which adds to the postage costs. Discussion was
made into why International members are assigned to the San Francisco Section. Kevin will investigate.
Newsletter printing is also getting close to maximizing its budget. Council discussed why Newsletter
printing is so high, and how we might reduce the costs and still maintain a quality Newsletter. Kevin will
look into the printing costs. John distributed the budget summary and it was reviewed.

Education / Pre-College: Juanita Ryan / George Crothall
George is working on the Discover E program, activities include getting materials organized, recruiting
engineers to participate and providing orientation sessions, including onsight orientations. George wants
some help in recruiting and promotion via the AIAA Email list. Glen will send out the Email if Tsung-
Chou is unable to.

Juanita is preparing for the March 15, 1997 Teacher Workshop. Mark Leon is to be the guest speaker.
Juanita is still in search of science fair judges. Council decided that only one AIAA member be present,
and that non-members will be allowed to judge if we are short judges. The Essay Contest will have the
theme of how the Wright brothers affected your life, and Juanita is looking for speaker for the Essay
Contest Awards Dinner. Juanita is concerned with the Paper Airplane Contest. George mentioned he may
lead this event.

Public Policy: Glen Carl
Started work on the "Airline Safety Initiative 1997". Glen chaired the kickoff planning meeting, and
chaired the planning meeting following this council meeting. The council suggested that Glen contact
Vernon Rossow as a potential moderator. Glen also submitted a program plan for this event. The council
suggested that Glen work on getting venue and budget information for the next council meeting.

Honors and Awards: Srini Srinivasan
Srini is still working on the upgrading of AIAA membership. Srini still needs help getting a speaker for the
June Honors and Awards Banquet. Srini received forms for Engineer of the Year, and located the local
section awards list. Brian is going to work on getting the Distinguished speaker for the Honors and Awards
Banquet. Srini is also in search of essay graders for the Essay Contest.

Membership: Tom Durrant (absent)

Newsletter: Kevin James
Kevin requests that members submit Newsletter articles before the deadline date of the 10th of every
month. Kevin is in the process of tracking down printing and postage costs for the Newsletter. Kevin
announced that he has recruited Steve Yeager to be next year's Newsletter editor. Brian encouraged Kevin
to invite Steve to a couple of council meetings, before next season.

Web: Tsung-Chou Fang (absent)
Tsung-Chou maintained the Online Services.

Programs: VACANT
Brian Haas is the contact for dinner programs.

Technical Activities: Peter Loewenhardt
Peter is still in search of speaker on Ion Propulsion. Glen provided him with Antelope Valley Section's
Ranney Adams contact information to help Peter in his search for a speaker. Peter also was having Email
problems during the past month, and his new Email address is Loewenhardt_Peter@amat.com

Young Members: Matt Jardin
Matt reported a low turn out for the January DaVinci Forum. Matt worked on inviting Dr. Zubrin as dinner

meeting speaker for possibly the June, 1997 dinner meeting. Matt also looked into getting a new banner or
banners for the Section. Brian asked Matt to get a new banner for the Section.

Career Enhancement: VACANT
Glen Carl is the contact for Career Enhancement.

Deputy Director of Career Enhancement: Glen Carl
Glen is continuing to update the AIAA career web pages and that there is about 70 hits/day on the Jobs
Bulletin Board web page. Glen is still trying to recruit a new career enhancement director for the local
section. So far, still no response. Glen attended the RAC meeting on January 25, 1997. See report in RAC
section of minutes for details. Based on minutes from the National Meeting, Glen is scheduled to receive a
Special Citation Award from National in May, 1997 for Career Enhancement activity.

Deputy Director at-Large: Norman Bergrun
Norm is working on plans for the "Congressional Visit Days" in Washington, DC. Norm stated that any
member is eligible to attend, unless they have ties to the government. Members will be grouped with other
technical committees and will be assigned generic items to share with government representatives. Norm
will be attending the Public Policy Colloquium in Los Angeles on February 8, 1997. Norm plans to present
our Section's public policy activities at this meeting, including the "Airline Safety Initiative" event. Norm
also attended the RAC meeting on January 25, 1997.
