This meeting was called to order by Brian Haas at 5:40pm.

I. Introductions
Council members introduced themselves and presented what directorship they were responsible for.
II. Minutes of July Meeting
Minutes were distributed and approved as written.
III. Minutes of August Meeting
Minutes were distributed and approved with the following corrections:
a) Minutes for July meeting were distributed at the August meeting, but not
approved.
b) Several corrections to the roster need to be made. New roster will be made
available at the next council meeting, and attached to September minutes. Current
council roster was passed out for updates.
c) Norman Bergrun was concerned that the members of the advisory board were
not listed on the roster. Glen Carl stated that a separate roster for members of the
advisory board was still being developed and should be available at the next
council meeting. Current contact information for the advisory board is posted on
the section web pages.
d) George Crothall is co-director of Education / Pre-College with Juanita Ryan.
IV. Chair Report and new business Brian Haas
Brian Haas is concerned about our Post Office Box 1548 not being checked regularly, and if the billing is up to date. Kevin James will check P.O. Box 1548 in Mountain View on a regular basis. John Bosco will check the current billing for the P.O. Box 1548.
Discussion of RAC meetings: The RAC meeting provide a time for Section members to interchange ideas throughout the Region. The Deputy Director gives announcements of Region activities. The Chair is currently budgeted to go to these meetings and the Vice-Chair would also like to attend these meetings.
Norman Bergrun would like RAC meeting dates on the Section Schedule. These meeting dates need to be supplied to the Secretary for updating.
George Crothall volunteered to be the SVEC Representative for this season. First meeting is scheduled for September 18, 1996. Activities for the SVEC should start in October. Srini Srinivasan will coordinate activities with George Crothall.
Newsletter Discussion: It was decided that Newsletter information was due on the 10th of each month and the Newsletter would be sent to the printer on the 15th of each month. The Newsletter should be received by members the 1st week of each month.
V. Annual Report
The draft version of the San Francisco Section Annual Report for program year 1995-1996 was distributed. Corrections and additions to the annual report must be submitted to Brian Smith before ASAP. Again it was suggested that the annual report be posted on the web. This is an action item for the On-line committee.
VI. Brainstorming
Reviewed the brainstorming list from the August meeting minutes.
The following items from the brainstorming were considered for budget items: digital camera, name tags, insurance, expanded newsletter, free dinners to teachers invited to dinner meetings.
The following events were proposed:

Spring 97 Girl's Event (dinner/tour) (Juanita Ryan / George Crothall will manage)
09/??/97 Reno Air Show (start planning for next year)
Budget
John Bosco passed out the budget for 95'-96'. Submit corrections to John Bosco. The 96'-97' budget was discussed by line item. Deletions, additions, changes were made. John Bosco will complete and submit an updated budget. The budget is planned to be passed at the next dinner meeting.
VIII. Director Reports
Vice Chair: Juanita Ryan
Juanita won an US Air Force award for her involvement on educating students about the aerospace industry. Juanita get a free trip to Washington, DC as part of the award.
Secretary: Glen Carl
Prepared last month's minutes and started posting the minutes on the local web pages. Created a one page council roster, and created a roster for publishing in the Newsletter. Updated the Council roster on the web pages. Started work on advisory board roster. Worked on tracking down inventory. Juanita supplied me with Stationary which Kevin James will bring to the printer to be reproduced to re-supply for the season.
Treasurer: John Bosco
John distributed an insurance plan for General Liability Coverage. The premium is $400 annually. The council is planning to include the insurance in the budget and probably will be approved. John also distributed an updated budget. The council voted to allocate some of the Section funds to buy $10,000 worth of US Treasury Script. John did some research and suggested this would be a low risk way to generate some increased interest with Section funds. The US Treasury Script can easily be sold too.
Career: Glen Carl
Updated resume and job posting pages on the local web. The job posting page is receiving about 50 hits per day, and is the most active Section page.
Education / Pre-College: Juanita Ryan / George Crothall
Juanita stated that the Space Science Fair in San Jose, CA went well. George will be co-director of the Education / Pre-College activities.
Public Policy: Franz Busse
Submitted description of roles and submitted for posting on the web. Working on recruiting Lockheed Martin employees for AIAA activities. Franz is investigating ways to keep AIAA Section members informed of Legislative activities regarding aerospace issues. Franz would like to train the council on public policy, and will be giving a short training on public policy at the next council meeting. Norman Bergrun suggested calling Paul Looney, who is the part of the National Public Policy staff. Norman Bergrun also suggested making the web pages more interactive. Matt Jardin brought up the Questions and Answers page which was suggested at the last council meeting.
Honors and Awards: Srini Srinivasan
Is checking on deadlines for upcoming awards.
Membership: Tom Durrant
Working on getting a small rocket making company to supply a speaker for one of the dinner meetings.
Newsletter: Kevin James
Established a new Newsletter printer. The Newsletters will be sent first-class / metered for awhile. Kevin James says that Brenda Foreman was concerned with the way we are posting her articles on the web. Kevin is handling the situation.
Web: Tsung-Chou Fang
Is currently waiting for an account for Juggler. Kevin James needs a Juggler account, and Craig Peires needs the Juggler account closed. Glen Carl is managing the latest account set-ups and cancellation. Tsung-Chou is investigating ways to improve sponsorship for the web pages. Tsung-Chou is being oriented to the local web pages by Glen Carl.
Dinner Meeting: Gary Cohen
Did not attend this meeting. Gary may be moving out of state, and we may need a new dinner meeting director.
Technical Activities: Matt Jardin
Matt hosted the DaVinci Forum at the end of August and said 6 people attended, including a retired Stanford professor. Matt encourage council members to attend the DaVinci Forums.
Young Members: Matt Jardin & Franz Busse
Matt was involved with organizing a BBQ / Tour at NASA Ames for October 11, 1996. The budget is planned to be about $400. Students will be admitted free, and others will be asked to pay $5. Matt is deciding on how much meat the AIAA needs to supply, and asked for help in the cost analysis. Matt also submitted a '96-'97 season planning proposal for Young Member and Edison Network activities.
