This meeting was called to order by Brian Haas at 5:43 p.m.

I. Introductions
New council member Steve Heistand was introduced by Brian Haas as the new Dinner Meeting Director. The prior Dinner Meeting Director, Gary Cohen, moved as the result of a new job with Boeing in Kansas.
II. Minutes of September Meeting
Minutes were distributed and approved as written.
III. Chair Report and new business Brian Haas
Discussion of RAC meeting results: 1) There was concern at the meeting that non-AIAA members were serving as council members, and that the AIAA requires council and board members to be AIAA members. 2) Dinner meeting reports are required for each AIAA section dinner meeting. 3) RAC wants Honors & Awards Banquet. The section council moved the Honors & Awards banquet to 6/19/96, and move the Essay Awards Dinner to 7/17/96. 4) Send council roster to Myrna Marell at the AIAA Western Office. Glen Carl will take action on sending the roster.
Table Top Display: Tom Durrant will be getting an AIAA table top display for dinner meetings. The display is needed by the January Dinner meeting. Membership forms and Dinner Meeting Evaluation forms are also needed at the future dinner meetings. Tom Durrant will be responsible for the membership forms, Steve Heistand will be responsible for the evaluation forms.
There is an opening for the Region VI Webmaster position. Members are encouraged to submit nominations.
The section is shall be receiving a Category I rebate of $10,480.
Newsletter Discussion: The bar codes for future newsletters should be arriving soon.
IV. Annual Report
The final version of the San Francisco Section Annual Report for program year 1995-1996. The On-line committee is waiting for the final annual report before posting on the web. The annual report will be submitted late. There was concern that council members who applied for awards would be disqualified, since the annual section report was submitted late. Brian Haas will investigate this potential disqualification.
V. Budget
John Bosco passed out the budget for 95'-96'. Submit corrections to John Bosco. The 96'-97' budget was discussed by line item. Deletions, additions, changes were made. John Bosco will complete and submit an updated budget. The budget was approved. Kevin James will try to get Adobe sponsorship for the use of the Framemaker software for Newsletter editing. Tom Durrant will try to get Lockheed Martin sponsorship in the form of advertisement for the Newsletter. All members were encouraged to try and generate more sponsorship for AIAA activities.
VI. Dinner Program
Board members who did not attend, and did not give notice of not attending paid the local section $10. It is anticipated that the October dinner meeting will have a large turnout to see Jerry Rising, Program Manager in the Advanced Programs Branch of Lockheed Martin Skunk Works, talk about the X-33 Program. There was a typo in the Newsletter stating that this dinner meeting would be Thursday, Oct. 19 when it should have stated Thursday, Oct. 17. Brian Haas will adjust his voice mail to handle this discrepancy. The November dinner meeting is scheduled to have Don Radewald speak on paraplegic pilots. The December meeting is scheduled to have Dr. James Wertz speak on the company Microcosm, a small rocket making company. The January dinner meeting will feature the AIAA Distinguished speaker Astronaut Norm Thaagard. There was also discussion to have more displays at the dinner meetings, like having a display table inside the dinner meeting hall, and have the hall entrance table reserved for the cash box.
VII. Digital Camera
Kevin James is searching for a digital camera for the local section to buy. A digital camera has been budgeted, and should prove valuable for posting local AIAA activities on the web.
VIII. Director Reports
Vice Chair: Juanita Ryan
Juanita attend award ceremony in Washington, DC to receive the AFA Far West Regional Teacher of the Year Award, an US Air Force award for her involvement on educating students about the aerospace industry. Checked on a Space Camp tour, and discovered it may take awhile before a tour can be arranged. Juanita also noted the recent local section publicity in the Tech Time Flyer and the Seaba Journal. There will be an attempt to post this publicity in the Newsletter.
Secretary: Glen Carl
Prepared last month's minutes and posted the minutes on the local web pages. Updated the council and advisory board roster for publishing in the Newsletter, on the web pages and for council use. Completed tracking down local section inventory. Plans to create an inventory list. Glen announced he is transferring the email list responsibilities over to the Webmaster, Tsung-Chou Fang. This is due to switching to new employer Jeppesen Data Plan, Los Gatos, CA. There should be no interruption in the local email service. Kevin James submitted an order to the printers for 2 reams of AIAA local section stationary and envelopes.
Treasurer: John Bosco
John distributed an updated budget. The budget was approved. John will make updates to the current approved budget.
Career: Glen Carl
Participated in the National Career Enhancement Committee teleconference. Provided consultation to the committee on developing the National AIAA career web pages. Maintained the local career web pages, which are also serving as the AIAA National career web pages.
Education / Pre-College: Juanita Ryan / George Crothall
Juanita would like to advertise the Teacher Encounter #2 workshop. Added web pages.
Public Policy: Franz Busse
Franz distributed public policy training material to the council. Franz will provide a public policy training the board members at the next council meeting. Franz will also work on preparing an airline safety presentation as an AIAA public policy event. Norman Bergrun plans to assist Franz with this event. Norman Bergrun recommended that we make this the special activity for the year.
Honors and Awards: Srini Srinivasan
Added web pages for the Honors and Awards. Srini submitted Newsletter article on upgrading your AIAA membership. Srini will also be making announcements at the dinner meetings on nominations and promotions within the local section.
Membership: Tom Durrant
Tom plans on being a liaison to Dr. James Wertz of Microcosm for the December dinner meeting, and plans to handle some of the responsibility for this dinner meeting. Tom also has been actively recruiting at Lockheed Martin.
Newsletter: Kevin James
Kevin enhanced the Newsletter to make it more appealing. It was suggested that he shrink the font and the graphics. The goal is to have a 4 page Newsletter.
Web: Tsung-Chou Fang
Is still waiting for an account for Juggler, since the original paper work was lost. Therefore, Glen Carl is still mediating web page updates. Kevin James received a Juggler account, and Craig Peires Juggler account was closed. Tsung-Chou has had some difficulty getting calendar updates. Brian Haas told Tsung-Chou to keep in contact with Kevin James. Members were encouraged to send web page updates and new material to Tsung-Chou.
Dinner Meeting: Steve Heistand
Steve is the new dinner meeting director. Brian Haas will be handling the October dinner meeting. The goal for future dinner meetings is to have more displays.
Technical Activities: Matt Jardin
Matt hosted the DaVinci Forum at the end of September. Matt again encouraged council members to attend the DaVinci Forums.
Young Members: Matt Jardin & Franz Busse
Matt was involved with organizing a BBQ / Tour at NASA Ames for October 11, 1996. Stanford and San Jose AIAA student sections were invited. Students will be admitted free, and others will be asked to pay $5. Matt is looking for volunteers for the BBQ / Tour. Matt needs the cash box, membership forms, displays and banner. Glen Carl stated he would supply ice chests and the banner.
