This meeting was called to order by Brian Haas at 5:45 p.m.

I. Introductions

New council member Peter Loewenhardt was introduced by Brian Haas as an engineer from Applied Materials. Peter is interested in Ion propulsion systems, and would like to get involved with AIAA council activities. This meeting Peter was asked to observe the meeting and think about a directorship he may be interested in. At the end of the meeting, Peter Loewenhardt decided he was interested in the Technical Activities Directorship. The position was open, so Brian Haas appointed Peter the new Technical Activities Director.

II. Minutes of October Meeting

Minutes were distributed and approved as written.

III. Chair Report and new business Brian Haas

The following AIAA Section awards for over 1,000 member category were received: Precollege Outreach Award - First Place $400; Young Member Activity Award - Second Place $200. Congratulations to Juanita Ryan and Matt Jardin for achieving these awards!

SVEC Open House will be at the Tech Museum, San Jose, CA on November 20, 1996 from 7-9pm. There will be a reception at 6pm at the Holiday Inn. The event is free.

Brian Haas submitted the 1996-1997 Section Officers roster to the Secretary as an inventory item. This roster contains all the contact information for all section officers throughout the Nation. However, the San Francisco Section roster in this document is out dated and contains last years roster.

IV. Annual Report

The final version of the San Francisco Section Annual Report for program year 1995-1996 was distributed to the council. A copy of the report was submitted to the Secretary to be archived with other section information. It was decided not to post this year's annual report on the web, due to the format of the report which would make it very difficult and time consuming to post.

V. Public Policy

Norman Bergrun requested that the section subscribe to the Congressional Record to stay informed of legislative activities. Norm submitted to the council an editorial on ``Communicating Aerospace Subjects to the Public'', and excerpts from the article titled ``Presidential Politics Shelves Space'', by James Vedda. These articles express concern over the lack of space program objectives, and that Culturals are dictating space objectives versus Technicals not having enough influence. Norm also expressed the importance of the section providing an Airline Safety special event, and he would like to see the current council Public Policy Director address this issue in greater detail. Then Norm would like to see the Space Objectives issue pursued. Kevin James was asked to put Norm's editorial in the upcoming Newsletter. Norm plans to start recruiting panelists for the Airline Safety event.

VI. Stationary

Kevin James brought in 2 reams of AIAA local section stationary and envelopes. Brian Haas distributed the stationary, and asked everyone to use the stationary for AIAA activities. Glen Carl will keep the remaining stationary and distribute when requested.

VI. Director Reports

Vice Chair: Juanita Ryan
Juanita attended awards ceremony in Tucson, Arizona and Beverly Hills, CA. Juanita met the CEO of Lockheed Martin and was asked by the CEO on what he could do to help with AIAA activities, specifically pre-college activities. Juanita is working on what help to ask for. Juanita is organizing a Space Camp tour at NASA Ames on Dec. 10, 1996, 6-7pm. There event will be open to members and their children. The tour will cost $5/person and will include time on the simulators. There is a 40 person limit.

Secretary: Glen Carl
Prepared last month's minutes and posted the minutes on the local web pages. Updated the council and advisory board roster for publishing in the Newsletter, on the web pages and for council use. The updated roster was also sent to Region VI Office. Plans to create an inventory list. Glen successfully transferred the email list responsibilities over to the Webmaster, Tsung-Chou Fang. There was no interruption in the local email service. Glen discovered about 15 AIAA section mugs in the local inventory and suggested giving them out to speakers at dinner meetings. This was approved and a mug was given to the October speaker with plans to give the September speaker a mug, and future speakers for this season a mug.

Treasurer: John Bosco
John distributed an updated '96-'97 budget. The budget was approved. John will make updates to the current approved budget. Big budget items were: Stationary (2 reams) $756. NASA BBQ/Tour $330.38. Insurance $400, which was in effect for the NASA BBQ/Tour. John set up an account with D.E. Frey & Company, Inc. John is also working on getting badges for the December dinner meeting.

Career: Glen Carl
Participated as a volunteer in the NASA Ames BBQ/Tour. Glen reported the event was a great success. Glen is continuing to update the AIAA career web pages and that there is about 50-60 hits/day on the Jobs Bulletin Board web page. Glen sent an email via the AIAA email list to recruit a new career enhancement director for the local section. So far, no response. Brian Haas suggested contacting Lockheed Martin management about potential candidates for section officer positions.

Education / Pre-College: Juanita Ryan / George Crothall
George has been representing the AIAA at the SVEC meetings. He stated the SVEC is motivated and demonstrate good teamwork this year. The SVEC would like to involve other professional societies in their activities. The SVEC would like to work with the AIAA on the Career Day event. The SVEC wants to provide better communication via email. George started work on the Discover E program and is trying to representatives and companies to endorse the Discover E program. George is also working on getting Santa Clara University students involved with the AIAA.
Juanita stated that teachers are not receiving AIAA section newsletters. Juanita is working on the problem. Juanita passed out plans for AIAA/NASA Teacher Workshops, Family Summer Space Fair, Annual Paper Airplane Contest, Judging at County Science Fairs, Annual Essay Contest, Annual Galileo Memorial Scholarship and Annual Participation in Discover E. This information is planned to be posted on the web by Tsung-Chou Fang.

Public Policy: Franz Busse (absent)

Honors and Awards: Srini Srinivasan
Received several requests for membership upgrades. Srini contacted AIAA National HQ for completing the membership upgrades, and is working on getting the members upgraded. Srini contacted the people with information on the Galileo Scholarship. Susan Mead has volunteered to help Srini with the Galileo Scholarship. Srini will submit an abstract to the Newsletter on how to get application materials for the Galileo Memorial Scholarship for high school seniors. Srini agreed to arrange the Banquet Program for the Galileo Award dinner meeting on May 15, 1997. This includes finding a speaker.

Membership: Tom Durrant
Tom plans on being a liaison to Dr. James Wertz of Microcosm for the December dinner meeting, and plans to handle some of the responsibility for this dinner meeting. Tom also has been actively recruiting at Lockheed Martin, and getting Lockheed Martin advertising.

Newsletter: Kevin James
Kevin enhanced the Newsletter to make it more appealing. The bar codes for future newsletters should be have not arrived yet. The lack of bar codes is costing our section more than our budget can handle. Kevin was asked to get an exact figure for the loss our section has incurred due to the lack of bar codes. National is responsible for supplying these bar codes. It is planned to request a reimbursement for the loss. Kevin James is still searching for a digital camera for the local section to buy. Kevin James worked on getting Adobe discount for the Framemaker software for Newsletter editing. Kevin discovered the procedures for sponsorship, and will pursue these procedures. Tom Durrant was successful in getting Lockheed Martin sponsorship in the form of advertisement for the November Newsletter. Kevin negotiated an advertising deal with Lockheed Martin and will continue to negotiate for further advertising within the Newsletter. Kevin requested help in submitting him Newsletter material, by keeping it organized and easy for him to manage. Kevin was asked to post article to solicit for editorials from members.

Web: Tsung-Chou Fang (absent)
Is still waiting for an account for Juggler. Therefore, Glen Carl is still mediating web page updates. Glen Carl will pursue the problem with Tsung-Chou's account, and hopefully an account will be established soon.

Dinner Programs: Steve Heistand
The November dinner meeting was scheduled to have Don Radewald speak on paraplegic pilots. However, the meeting was canceled, since the speaker Don Radewald was in the hospital. The December meeting is scheduled to have Dr. James Wertz speak on the company Microcosm, a small rocket making company. Tom Durrant was asked to provide the biography and abstract data to the Newsletter for the December dinner meeting. The January dinner meeting will feature the AIAA Distinguished speaker Astronaut Norm Thaagard. There was also more discussion to have more displays at the dinner meetings, like having a display table inside the dinner meeting hall, and have the hall entrance table reserved for the cash box. The October dinner meeting did have displays, however, the display was somewhat dated. Tom Durrant is working on getting a better display. Steve Heistand is planning on only serving temporarily as the Dinner Programs Director. Therefore, the council is in need of a new Dinner Programs Director. Kevin James suggested pre-printed labels with dinner meeting attendee's names. Brian Haas stated that this may be a lot of work, and that it would be up to whoever is putting on the dinner meeting or wanted to do these labels. George Crothall stated that he may be interested in providing these labels.

Technical Activities: Matt Jardin (absent)
Matt hosted the DaVinci Forum at the end of October. Peter Loewenhardt will be the new Technical Activities Director. Peter was encouraged to contact Matt for information regarding this directorship.

Young Members: Matt Jardin (absent) & Franz Busse (absent)
Matt provided a BBQ / Tour at NASA Ames for October 11, 1996. Stanford and San Jose AIAA student sections were invited. Students were admitted free, and others paid $5. Franze, Kevin James, Juanita Ryan, Glen Carl, and several other volunteers helped with this event. The event was a great success with over 80 people attending. Kevin James has been contacted to provide a tour of the NASA Ames Fatigue facilities to Stanford students.
